Licht drafts above-average athletes (avg 56th percentile)
The Buccaneers front office under Jason Licht remains one of the NFL's most respected operations, even after a disappointing 2025 (8-9, ended 4-year NFC South streak). The Athletic ranked them #6 in the league in September 2025. The January 2025 departure of AGM John Spytek to Las Vegas as GM triggered major promotions: Rob McCartney elevated to Assistant GM, Mike Biehl to VP of Player Personnel, Shane Scannell to Director of Player Personnel, Tony Hardie to Director of College Scouting. The dual AGM structure (McCartney and Mike Greenberg) provides Licht with experienced deputies across personnel and cap management. Jacqueline Davidson leads football research with Zachary Beistline (hired from Jaguars March 2025). Bruce Arians remains as senior advisor. Key strength is institutional knowledge - McCartney (15 years), Hardie (14 years), Quarles (franchise legend). Licht has now produced TWO GMs (Spytek to Raiders, Jon Robinson to Titans). 79.2% of 2025 roster was homegrown. Concerns: coaching staff shakeup after 2025 (fired OC Grizzard, ST coach McGaughey), NFC South competition, and whether Baker Mayfield can sustain success.
